Nobody quite knows why the vampire Alucard decided to “spare” the life of a young police officer named Victoria Seras who was being menaced by another vampire Alucard had been sent to destroy, but he did so: by first shooting her through her lung to hit the vampire holding her hostage, and then turning the mortally wounded (but virginal!) Victoria into a vampire herself after disposing of his quarry. And so she is, victim of a fate she relucantly chose over actual death, but is not terribly happy with.
Victoria is a sincere and earnest young woman, who believes in doing the right thing because it’s the right thing to do, traits which do not square well with either her new nature, or her new master. At this point, Victoria has utterly refused to drink even medicinal blood, though her undead power suffers greatly without it. That being said, she’s not terribly averse to having Alucard as a master, working for Hellsing to exterminate other vampires, or even her new supernatural abilities… it’s just the more nasty things and the constant reminders she’s no longer a human being she’d prefer to spend her unlife without.
Victoria has a standard suite of vampire abilities: she is much faster, stronger, and tougher than a human being, can regenerate from even serious wounds, and has incredibly enhanced senses. She is very familiar with the use of firearms, and is now trained and experienced with extremely heavy, not-really-for-human-use ones. She also remembers her training as a British police officer, and is thus familiar with the procedures and hand to hand combat techniques of one.
