Given the similarities, the two ancient cultures you want to look at to determine how Creation views Law are ancient Greece and ancient China; because the majority of laws in Creation are going to be the result of two massive influences:
The Realm and the Guild.
Now the Realm has a vested interest in encouraging a top-down view of law. They are likely to reference the Mandate of Heaven, and are more likely to subscribe to a sort of variant on natural law.
The Guild, on the other hand, would have a more egalitarian/libertarian view of law. To them law is best if it is contractual rather than mandated.
There are going to be places where these two desires conflict and where they complement. The trick is to figure out where the pressure points are between the two, because those are the places where good stories are.
